Well, it's damned good propaganda. The information is well-documented and Rhee's role is never freely discussed in the West. Rhee had very real fear of communist supporters in the south and these were summarily harrassed, imprisoned or even murdered (as in the military massacre of thousands of troops thought to be unreliable). All of this is documented, and US statements back up the DPRK's assertions as much as it may disturb the sensibilities of Americans used to being the good guys.

By 1949, US forces in South Korea had already withdrawn to Japan and the South Korean military was not well equipped. So when the North Korean forces launched a planned unprovoked attack on June 25, 1950 they were able to quickly overcome the South Korean military. Thanks to the US and other UN nations, the North Koreans were pushed back.
