  • Yeah Donald Luskin is making a constitutional argument here. Any powers afforded by the legislation act (EESA) to the treasury is in effect at the discretion of the treasury. Any case Don makes against them arguing the improper delegation is a constitutional argument...Even Larry indirectly admits this.
