Well, rumor has it that Jewel Man was supposed to be a female as well but they kind of backed out of it since they already had a female character in Splash Woman. Still, with that being said, his attack is the best shield-type attack in any Mega Man/Rock Man game, and he can be a pain to defeat as well, so he is not all that bad, Iwilldieoneday.
