The older games on the SNES were based off of the Manga.

The entire Dragonball Manga, which includes the events of the Dragonball Z Anime, was finished in 1995, and in the same year, Funimation acquired the rights to start doing the Dragonball anime in English.

The Japanese dragonball + Z animes were finished in 1989 and 1996 respectively, so it wouldn't be hard to make such a game.
