I certainly remember my spanish teacher in high school not having a command of the spanish language, and she was paid to teach. At least the woman is making an attempt and the children will learn something other than no english at all.

I dont mind her making an attempt but I would say the same thing about your Spanish teacher if he/she wasnt at least somewhat proficient in whatever they were teaching. It shouldnt take a genius to figure out that a teacher that has a bare understanding of basic math shouldn't teach calculus. And if the kids in her class only know a little Engish how on Earth can we expect them to understand their other subjects? ALl that will accomplish is slowing down the kids that already understand English.
