As a civil rights attorney, I have seen many instances FUSION Centers retaliate against government whistleblowers through means of hacking, internet and real-place/time stalking, bullying, intimidation, illegal surveillance, tortious interference w/ business relationships.
Orchestrated intimidation on an individual is usually coordinated through state FUSION Centers, who typically employ confidential informants (people in trouble w/ the law and are forced (or paid) to stalk/intimidate people which under the guise of a "pro-active" investigation).
FUSION Center (1) orchestrates commission of wrongdoings against people and (2) makes sure subsequent incident reports to LEO, gets a report number, but nothing more.
