You mean 00 Agent? I think you have to beat the agent & secret agent levels to get 00 agent. (I haven't played this in forever, so bear with me)

007 is unlocked by completing the whole game on all difficulties.

It is like 00 Agent, but allows you to adjust enemy stats, like Health, Damage etc.

Try setting everything to the max, that's fun. XD

Dekanbackward - I usually don't like to play levels or stuff over and over and over when recording. It gets frustrating, and I always want to have something uploaded if I'm recording something.

it may be dated, but it's still fun yet a challange, and on the surface levels it's easy to avoid guards, but I woulden't have found the rigth way anyway
