@bluesfashion It's incomplete. Just an empty shell. It's called the Ryugyong Hotel and didn't even have the outer glass for many years. This is the first time I've seen it looking so slick. If you look up other vids/pics of it, you will see when it was just a skeleton of a building with a crane sitting at the top. The government couldn't afford to keep up the construction so just left it sitting there. They must have had a boost in funding. Perhaps from the Russians (?).

Compared with Seoul and its citizens, Pyongyang and its citizens shown in this video look like 30 to 40 years behind.
