Why can't they use technology to catch the corrupt persons in their act. They can install electronic scales, computers and cameras that transmit data in real-time to a chain of monitoring offices. Access to the data should be limited to authorized persons only. Then anyone who commits the crime should be prosecuted and not merely transferred to another department. It works in other countries. PLO is just another recycled dummy who can't get it.
