WARNING: VERY POWERFUL. This thing is awesome for being so simple! Unfortunately for me though, I pulled the ink cartridge back too far haha. It shot through the balloon on the end and hit me in the thumb. Not only did it hurt like a mofo, it also took me 10 min to stop the bleeding.

I've made the same thing but when I make them, I use a rubber band. I cut the rubber band at one end and attach the sides to each side of the tube. I also make sure that the rubber band is under tension when attached for added power. Mine is quite powerful...for a pen gun thing.
