Though you know what would be a real moneymaker? If they made Toy Story Mania-exclusive Mr Potato Heads, with that special packaging and the hat, arms and feet as the carnival barker.
Of course he wouldn't move or talk, but I love that outfit.

I know how they make him do it. They use a new State-of-the-Art "Guest Recognition Program" that is able to focus in on certain guest features such as words, color, movement, and even facial expressions. And this is just a prototype. You'll be seeing this technology everywhere soon!

He can pull out his ear, and he is by far one of Disney's greatest AA's, but he cannot converse with Guests. All of his audio is prerecorded, but there is A LOT of it, so the chances of running into the same lines is reduced.
I think that they might have an operator, so when he tells you to raise your hand, he could see how many actually responded, which is probably what he said "Oh, it looks like we got a wise guy here," when asking "Raise your hand if you can't hear me."

Well, as I understand it, they haven't finished fully programming Mr. Potato Head at the time of this video. So that might account for it being repetitive.
This is only a tiny bit of what has been recorded. When it opens and the queue wraps around it, it will pick guests out of the crowd and interact with them.
That's so exciting! How does he pull his ear off like that? Plus, his movements are so fluid. I'm really excited to see this attraction as soon as it opens!
this is by far one of the most impressive audio animatronics Disney has created. hope to see more like this in the future.

He actually will be able to interact with people.
In the same way that Roz interacts with people at the end of the Monsters Inc ride.
He can pick people out, like "You, in the red."
