@MrBennetzen Staggers Act simply deregulated the railroad industry from stringent government regulation which resulted in the near destruction and extinction of the railroad. ICC was worst. Over regulation sucked money out of the railroads pockets and prevented them from improving infrastructure which led to inefficiencies which made railroads lose business and money while government kept sucking more money from them. It has helped logistics because more money is being spent in improvements.
@MrBennetzen Believe it or not, most regulation written is actually influenced by other corporate special interest who use that regulation to either destroy competition, or redistribute wealth from tax payers or other businesses to their own pockets, corporate welfare. This is called corporatism. It's not capitalism because this system requires political special interest to feed it. An idea would be government subsidizing airlines and trucking industry while regulating the railroad to death.
@MrBennetzen Regulation forced railroads not to abandon unprofitable lines which made them lose money, now they don't have this thorn. Operating expenses from regulation was 93% of revenue. Since Staggers act, productivity levels have increased tremendously, reaching far above any other transportation mode. Between 1980 and 2008 railroad index prices grew annually by 4.2%. Lower rates for their costumers. Rail safety has improved, as wages have increased. Accident rates have declined by 65%.
