Just go to garrysmod (dot) org and search for Sonic. It's the first download on the right side of list.

Extract the files into the garrysmod/addons folder. (if you don't have the addons folder, create it) All the files should be inside a folder, you can't have any loose files inside the addons folder. They must all be in different folders, so make sure all the Sonic stuff goes in one folder. To spawn, go to the spawning menu and just look for Sonic Ragdolls and there you are.
