It makes references to "People on People", the meaning of this is open to interpretation to some degree by non-native russians. The song is mainly about inflicting violence on them, (Stabbing them with knives, cutting of breasts, etc.) and then having feelings of megalomania to some degree.

Don't take my interpretation without a grain of salt, there are many subtle nuances with modern Russian that I don't completely comprehend. Thus, this is open to debate.
