Any one of any age can drive a car without a drivers license. It may be illegal, but a license signifies some degree of skill and certification. A Drivers License does not mean one is necessarily "proficient" at driving since driving standards vary from instructor to instructor, examiner to examiner. And one can merely decide not to follow the rules after getting one's license.

PGR 3 and 4 still look ace, more so the Tokyo and Vegas tracks. Microsoft published both games, so PGR 5 might happen. But I can't see it coming out on the Xbox 360, Microsoft will save it for the Xbox 720 (or whatever it's going to be called).

PGR4 has some great tracks, but I prefer PGR3. Even though Bizarre Creations went bust, Microsoft are rumoured to be working on PGR5, but can't see it.

The tracks and environments are not only good, they're amazing. This game looks better than any other racing game this generation, including Forza 4 and GT5. The handling maybe not as realistic as in forza, but it's challenging and a lot of fun, especially with a wheel. Forza is good, but it has nothing new in it and gets boring pretty quick.
