Finally, as a place, with a name, Billinge is still the same place as it was in the 11th century AD, regardless of who, what or where has the rights to administer over it.

Great video...unbelievable to think that there is such beautiful scenerey between wigan and st helens lol..i loved growing up there from a baby til 18..cool animation of the clouds going over the field's fast...glad my parents still live there by banks park...i will inherit the family house and return there to live one day..BRILLIANT THANX

alancastrian , a 'county' is an administration area. Merseyside is a 'county' and is therefore, an administration area, just like you said.
However, Lancashire is also a 'county'. It follows that Lancashire is also an administration area.
Greater Manchester is another administration area, or 'county'.

- Getting back to Billinge. Billinge is split between two administration areas, Merseyside and Greater Manchester.
None of Billinge is under the administration of Lancashire, which is now history as far as Billinge is concerned.
The Lancashire County Palatine is, nowadays, only a fraction of the size that it once was, and what's more, Billinge isn't part of it.

Billinge 'village' is in Merseyside and the small outlying bit, called Higher End, is in Greater Manchester!
