Protests turn into riots when the government or some other third party steps in to silence the voices of dissent. People should remember that Lennin protested the imperial governance of Russia and that went far beyond a riot. Dissent is not a bad thing, it only becomes bad when the people in power turn a deaf ear to the legitimate concerns and opinions of the citizens who's needs are not being met. Protests usually turn into riots when the government slaughters protestersin the streets too.
