I think Steel was trying to calm her down, a bit, she was getting a little upset. The stories were about the assignment, and not a relationship between them, unfortunately.
Oh heck, it doesn't matter why Steel kissed Sapphire. Our ultra-cool Steel kissed her! :) This is the assignment when things went awry with the seance - his fault for breaking the circle. Steel asked if the Sapphire he was talking to was the Sapphire he had come to love ... quite touching! Lots of heavy sighs, even!
But, remember they couldn't continue the seance, the darkness was swallowing everything up. The darkness did that, so that they would leave the room before Sapphire returned. I think it is a very beautiful relationship they had!

I disagree the whole steel and sapphire were companion entities meant to compliment the others weaknesses.
As flesh and blood incarnate you just know they would of been frisky around one another :)
