He thought it was suspicious you were taking photographs of the bridge, probably, due to concerns about terrorism.
The Triborough Bridge is a high-risk terrosist target; in the lead up to an attack terrorists would almost certainly photograph the bridge and gather information they could use in their planning.
The cop shouldn't have been so rude, and he might have been overreacting somewhat, but his suspicion wasn't unfounded. The photographer should have explained himslef from the outset.

@reksub10 Let's put aside the dumb political arguments about the US and UK being "terrorists" for now.
The Triborough Bridge is a transportation route with a high volume of traffic; that alone makes it a potential target. There was a plot to collapse the Brooklyn Bridge by cutting its suspension cables a few years back. So the threats exist.
Google maps and other websites are still no substitute for being on the ground. If you're plannning an attack, you want first hand intel.

@reksub10 Well, the cop was somewhat insistent and should have approached with less hostility.
But if the camera man actually was there for work, he should have presented some identification when he told teh cop he worked for the newspaper.
It's not illegal (as far as I know) to film bridges and other public areas, but the cop wasn't out of line to ask what the man was doing. Both of them acted overly hostile in a situation which didn't require hostility.
