do different characters give you different hitlags when you hit them? I also miss Link's Uair z-cancel sometimes when using it to carry heavy characters

No, hitlag is the same against everyone.

In my experience, u-airs in general are harder to time the z-cancel for. Sometimes I just forget though. =p
