Sort of: You have to wait for it to reach full charge for it to insta-kill people. Otherwise, it just damages them, and the quicker you fire the more impotent the shot. So you're restricted in that sense, and also because it's "Ballistic Weapons" you have to reload fairly often, which slows down your firing rate and can make you a sitting duck if you're not careful.

The point wasn't to show off how good I was but to show off the Railgun itself. That's why the video has the name of the Railgun for its title instead of "how awesome I am" or some other crap like that.
