As I said, you apply a ring modulator effect to a copy of his voice. The laser was a simple text symbol "/" set to have a blue blurred edge and appear very quickly (crude but effective). To make this look better though, I flashed a blue light on the dalek when recording it.

I used a very basic effect with basic tools. I flashed a blue light for when the gun fires and added a soft "/" text mark in the editing software later. Very simple. I don't know what Vegas is, but it must be better than my software. Think outside the box and be inventive with effects.

I used an effect called a ring modulator over the original recording of Sweeney's voice. A ring mod breaks up the signal a given number of times per second (a good dalek mod will be in the range of 20 to 40 cycles).

Professional dalek voice actors will tell you that the ring mod isn't enough though - it's all about the performance... Which is why John sounds so darn good here lol!
