No, it was not confirmed by anybody. It's a theory to Nero's origins. A capcom employee confirmed it, however the people who actually had a major part in making Nero have not confirmed it. Just because one employee confirmed it doesn't make it true.

nero is kickass, but dante is just better, even if nero has a kickass sword, pistol and demonic arm.
