It is all supported by the schools. I feel like officials just ignore it. We keep protesting these mascots to get the institutional endorsement to stop. I know that wont stop it.

all races get racism. anyone can be racist and anyone can be a victim of racism, but yes black people go thru racism more than white people. I am white and live in a black community. I see how much racism my black friends/colleagues go through. Are black people sometimes rude to me? yes, but not often.
i am not including arabs, asians, indigenous, and latinos.
