i think he means that obviously cool j is relevant but in over 10 years he hasnt made a 'relevant' album or tune to the hip hop which he used to represent. he's more commercial than when he was just a underground classic old schooler

ll cool j was never really undergound, he always made commercial songs for the ladies, "I NEED LOVE", AROUND THE WAY GIRL", JINGLING BABY", & more was all made in his early carreer in the 1980's.
