err. no. only thing else that Conrail used besides S3Ls was a few K3LAs on early SD40-2s. Other than that everything was an S3-L (or RS-3Ls). the reason that one sounds weird is that the bells are probably full of gunk, and the horn needs to be retuned.
Actually mark that isnt a RS3L. I saw this unit leading a SB freight here.

It was a Conrail loco so maybe they haven't changed the horn yet.
