That is most definitely her real hair. Gaga previously had long hair (although the Poker Face video hair was extensions plus her long hair), however she cut it... she said her sister got her hair cut short, and she liked it so much she did it herself. Her short hair in the Paparazzi video is also her real hair.
Gaga only started wearing wigs after she cut her hair short around this time last year... previously, it was just extensions and hair dye.
