Didn't the starboard-tack boat become the windward boat after the tack, in which the port-tack boat was leeward, and leeward had right-of-way? If so, the port-tack boat had to fall-off in order to avoid collision. This is unless the tack by the starboard boat was done while holding right-of-way. I'm new to the rules...
