That was a different R.O.B. The R.O.B. in this game originated from two games called Gyromite and Stack-Up.

Sonic isn't available until the last stage, and as for Wolf, after you've defeated Tabuu, you have to find a door in "The Ruins" that leads to a battle with him.

I think Starfox got R.O.B from those two games EarthquakeRunner mentioned, as a sort of tribute to it. There are a few games featuring R.O.B in them, such as Mario Kart DS, and the two already mentioned(SSBB and Starfox).
