For people who its not working for, this made it work for me.

Troubleshooting (follow these steps in the order they are listed)

1. Go to settings -> Safari and clear the History, Cookies and Cache

2. Repeatedly try to install it

3. After installing (and attempting step 2), if it doesn’t work or if it doesn’t appear on your homescreen, reboot

4. Your final option is to do a clean restore of iOS 4.3.3
