That's because they're two completely different scenes, with different types of music and different intentions. I find this one hilarious. 'Be Italian' is not hilarious and not meant to be. Two different animals and both good in their own right.
The rumba heard here is available from iTunes. Using power search, type the title "Fiesta" and the composer "Samuels." This rumba opens a medley of rumbas.

The genius of Fellini is that he loved out of the box, grotesque people or situations, life to him is a circus - he explored and denounced the human tragedy through make up, mythology, religion.tabous, hypocrisy etc. as a movie director his eyes entered and deconstructed everything he saw, to be re-arranged through his lenses in a vision unique to Fellini. We miss him greatly.

You can always rip the scene directly from your DVD with handbrake. Just make sure the settings are on Audio and you should get a really crisp track. Just cut the parts you don't want. (Ie besides the song)
Fellini is my favorite director, i mean i cannot speak on everyone but this is just my own opinion to me he is the greatest director i have come across, i think because he sees beauty in a whole range of things not just his characters, but this is a great scene from 8 1/2 just my thoughts though ;p

Per un emiliano il sapere che Saraghina significa "pesciolina" rende la scena ancora più drammatica, specie pensando alla scena successiva in cui un sacerdote definisce la Saraghina il diavolo, condannando la vivace bambina che un tempo era stata "pesciolina" ad una vita di emarginazione.

I love it! Here Fellini remembers his own youth and the repressive catholic education he had. In this part of movie, such as in the movie Amarcord, they often speak romagnesian dialect (the one spoken by Fellini when he was a child in Rimini, near where I live ;) ).
these fellini movies - la dolce vita, amarcord , 81/2,nights of cabiria, i vitteloni had left great impressions...the affect of light and shadow is so captivating...cant describe...but reminds me of my childhood...its so nostalgic..all these fellini movies and italy is so beautiful...
I'm seeing a possible inspiration for Divine!

Also there are several versions here in YouTube from old 78's, just search Fiesta-Bianca :D

Unfortunately, it seems Nino Rota composed this as a one-off and it isn't available on the film's soundtrack. Bummer.
