Reality is here... There are lot of small IT consulting company ran by desis are favorites among IT individuals when it comes to H1B processing. Last year onwards USCIS had become strict and they have hard time getting the VISA approved and they are not filing any visa this year moreover there are not as many jobs in the market as it used to be. That is the real reason for downturn in VIsas. Moreover there is not only India ...there are other countries too that is part of H1B quota..
Though the overall demand of H1Bs in India have come down upto some extent due to bad economic weather in US, the major reason why 20k visas have not found any applicants is the desi consulting companies in US are largely not filing any fresh H1s this time around due to strict visa-issuance policy adopted by USCIS from quite some time.
But more the protectionism that Obama will try to impose, more boost it's going to give to the complete outsourcing to India.
Get real. The economy is in the crapper, companies are laying off workers left and right. Why should it be a surprise that demand for workers/visas is down? The idea that the US is being "protectionist" is complete hogwash. Are you talking about losing out on a few dozen jobs at TARP banks who were getting tax payer dolars? That's a drop in the bucket. Protectionism? You must be crazy.
