It is significantly easier to block an entire country than it is to block individual websites.
The former would consist of servers based in one country (and those servers will likely identify their position on the network/geographic position to make the task even easier), individual websites can be on any server on the internet, making it significantly more difficult to do a wholesale block of them.

'impracticable' is an English word and she used it in the right context. It means 'impossible to do or carry out' or 'unfit for passage'.
Slightly different to 'impractical' which suggests that something is possible, but with some difficulty that needs to be remedied.
