As for my opinion, local officials should set a good examples most specailly they're Christ believers (by orienting, TV advertisings, posting sign boards etc) from the very start so each and every citizen would have self-discipline in the long run...

It's something like parents; once we hear constant reminders (from time to time) then everyone would become accustomed to positive practices in due course.

I agree. The amout of rainfall Ondoy dumped was said to be more than what Hurrican Katrina dumped. And the places most affected were those closest to bodies of water. Like Marikina had that river.
