A more direct solution would be to aim the surtax specifically at hedge fund managers, who are exempt from income taxes and pay a lower rate than many middle class households.

If someone has done something that negligent and criminal, prosecute don't tax you idiot. Let's help at the mortgage holder level. Time for a MORTGAGE STRIKE. No refi, no pay. Do it anyway to make a point refi or no. That's free market and makes the banks pull the money out of their ass--that's the hammer missing from this legislation--jerks like Barney have gotten us into!
