Is that Patrolman James Cousins II?
Erie Police Chief Steve Franklin wrote in the letter that Cousins admitted to driving a vehicle after leaving the Treehouse Tavern on April 6, the night the video was made.
"You were drunk and left the bar and knowingly operated a motor vehicle," Franklin wrote.
