It's Easier if you use the wall by the second umbrella. Jump from that on to the red sign.then jump on the umbrella. When you get in the room stay on the edge and jump in or u will get stuck like he did. That's why he didn't run around.

I found climbing on the window from the inside then jump to it helped but it does take a couple trys to get right
