Ice rock isn't an item. It's an actual rock. In the ground. With grass around it. You don't pick it up to evolve Eevee with it. You that to make Eevee grow a level in the grass around that rock. An "ice rock" your brother found was most likely an item that powers up ice type moves. NOT something that will evolve Eevee.
