if we just forget bout the manga for a sec, isnt the way of the ninja bout how smart one can use their skills, essentially fire can't beat water when they pitted against each other directly,but if one were to use fire smartly, like melt some sand in the area near them into glass thats a way of using katon to beat suiton, now if we put wind against fire directly it loses, but its how u choose to apply the skill that makes the difference.

yea the wind rasengan is technically a forbidden technique now lol naruto's favorite jutsu's are only forbidden techniques, btw the rasengan destroyed a broken piece of armor, it wasn't functioning properly after he did it, plus if you read what the manga tells you, kakashi says the the chidori( lightning edge) was originally made to pierce through anything to get that one shot kill, hence why chidori goes through the sand armor that gaara has

Actually now that naruto has a wind element to add to the rasengan, he has an elemental advantage over Sasuke's lightning element Chidori. At least, i think so. Been a while since i read that chapter of the manga.

the chidori kicks the crap out rasengan. end of story. you know why? because its elemental affinity whoops the hell out of pure chakra, thats why rasengan is used to blow holes in walls and enemies, while chidori is meant for the one shot kill through anything (even chakra and armor)

if u noticed when sasuke and naruto fight ontop of the hospital rasengan blew a giant hole in the water tank where as chidori only got sasukes hand stuck in the water tank so rasengan is much more powerfull

Well, they can't really be compared on the same level.

Chidori is a jutsu, requiring seals, while Rasengan requires no seals.

The strength of Chidori is determined by just how much chakra the user can pump into it, along with the speed of the thrust when it is used.
