I don't think making it illeagal to buy badges is the answer..I for one ONLY collect. I don't use them to impersonate so why should I be punished for some nut jobs doings? The solution is this: You make collectors get a license to purchase the badges that will have all their info and also they be required to register with a badge collector data base (similar to the way sex offenders are tracked) so you'll know who is misusing them and who ain't, Rather than kill someone's hobby off.
