Although Bram hinted at Vlad; Dracula was not "inspired" by Vlad.

Bram new what he was doing without any influence from Vlad, but he did appear to relate them not because of inspiration but I believe it was more of a relation because of how monstrous they both are. If you actually read Bram Stoker's Dracula you'll end up seeing that Vlad is a far cry from Dracula.
