This means the embryo cannot implant itself on the uterus walls. Mifepristone is not progesteron: it's a molecule that occupies the receptor of progesteron and pevents the placenta to form. In fact progesteron, AFTER the implant, helps the embryo to stay there and develop. Hope i explained myself.
