Look at Shakira, she is a beautiful belly dancer and she is Lebanese and of Latin decent as well. So if you are born to dance then you can dance! I have seen great white belly dancers who are just as good as arabic, turkish, indian, and egyptian.

And i think you are right. For me, there is a moment, a limit of beauty that an oriental dancer can not trespas. Watching all these wonder-women performing these masterpieces, one sees that nobody is able to do it better, and nobody can do it better because perfection is achieved. Could anyone do that better than perfect ? Every dancer is unique, as you well say, all achieve their goal:Pefection...and yet, every dancer has her own way to reach that target.
