Shot 13 people in 2002 (9 died, including a public transit bus driver)? Authorities were "convinced" the Snipers were driving a "white van" which is why it took them 3 weeks to catch the pair. No law enforcement is perfect. Yes the attack was "successful" as it showed cracks in the system, but no system is 100% foolproof.

The fertilizer was not explosive (wrong kind, plus not mixed with fuel or primed to detonate).The propane tanks wouldnt have ignited because some consumer firecrackers sure as hell wouldnt have ruptured them, but they could have spread the gasoline around and started a fire.
