If "they"means goa trance artists, then the answer would be:

fruity loops(most used), soundforge, cubase, Ableton, or ofcourse irl dj kits or instruments. But it depends on the artist a lot. Nearly all of them do use something like fruity loops to make the base and do the editing but some goa tracks are almost instrumental.
