In theory you're right. But experience has shown that cops are more likely to use the 'non-lethal' weapons in inappropriate situations due to the misconception that 'non-lethal' weapons aren't dangerous.
I live in the US and cops get sent on paid vacation for committing assault and murder. Police in the US have very little responsibility. It is my belief that police should be paid considerably more but be held to a higher standard than the normal citizen.
these rascals use these weapons on people, without protection, go to hell....no humanity at all, this is the country where a dog live like a king and a human lives like ..........

@tcdahn7 Well, then the cop in question runs into a chance of getting sued and ending up in prison. I don't know the exact rules in your country, but in my country, the level of force they use may only in special situation exceed the force used against them. So no guns unless a life threatening weapon is used and no pepper spray unless there has been a potentially dangerous attack. This thing would be the same as pepper spray for the law.
