I've made logos in photoshop before. If you know for sure your logo will not be used larger than a certain dimension then you sure can make it in photoshop. Photoshop also has vector features as well. Use shape masks and layer styles and you have a scalable logo. Not to say that illustrator isn't useful. Personally it is just a little akward with some tasks.
No one would use Photoshop to create a Logo, because it depends on pixels, for a Logo Design you should use a Vector Programm like Adobe Illustrator.

That's bad. Use SHIFT to draw a better circle.
Use blending options to give the stroke. And you'e too damn slow.
