It is at Disneyland inside Innoventions.
I am not sure if you can still talk to Stitch, last trip we couldn't.

@cariacros: I also heard you took it away. But you might still have a chance of talking to Stitch in Hong Kong Disneyland, or Disneyland Paris. You just need to be lucky enough that stitch picks you out of the audience.
