Actually, Bombardier sold the rights and tools to build all of their aircraft prior to the DHC-8 (Dash-8) to Viking Air of Victoria, BC. Viking has already started to build new Twin Otters, and is bidding an upgraded Buffalo to the canadian government.
TheBuffalo is a great aircraft, the reason a lot of countries are retiring them is cause the company that built them (De Havilland Canada) no longer exists, but since it was canadian built a company called bombardier just recently began making the same planes DHC did

Brazil has recently retired the Buffalo from service.
Canada, and many other countries, still have the Buffalo in service.
