There's a lot of promo's that the company shoots that never get aired, it's up to the editing team, creative, and ultimately Vince McMahon to put the pieces together.

as far as on the mic in general, i would say Rock>Austin. He could control the crowd in the palm of his hand, and, in a different way, was more entertaining. But as far as cutting Promos go, i would say Austin is unmatched. His intensity inspired guys like Rock, HHH, and you can clearly tell all of his promos up until maybe the end of 98 was clearly unscripted, he's the master of improvising and his style really cant be imitated. Stone Cold Steve Austin truly is the greatest of all time.
